Kayano Shigeru was a prominent leader of the Ainu people, not only in Nibutani but across Hokkaido and Japan. He dedicated his life to advocating for Ainu rights as indigenous people of Hokkaido. Kayano served as the first Ainu member of the National Diet from 1994 to 1998.

The museum displays his extensive collection, which Kayano accumulated over his lifetime. This collection features not only Ainu artifacts but also items from other indigenous peoples of East Asian countries.
